With reference to my cypher telegram 27th September

in view of the difficulties which may arise as

regards the placing of goods in Prize Court, I would suggest that the simplest way of enforcing the Proclamation would apparently be to prohibit the

exportation from the Colony under your Government

without the consent of the Customs authorities of

all goods destined for or shipped from China or Siam, The necessary prohibition could apparently be issued

under the Order in Council of the 26th October 1896

as amended by the Order in Council of the 28th August 1914. If you are advised that this power is not sufficient you should take power by legislation. Where the question of Prize Court proceedings arises, you should make enquiries as to the availability of necessary evidence while detaining goods under above

prohibition. His Lajesty's Minister Bangkok has been instructed to report to you by telegraph cases in which he desires you to prevent transhipment and which are not covered by the Black and White List system (e.g. the case of Larkwald see my telegram 13th November) and you should act accordingly.
